Payments AML Compliance High Risk Products, and Services Director

Do you want to be a member of an elite compliance team operationalizing eBay's Anti Money Laundering / Counter Terrorist Financing (AML/CTF) program? Do you want to join an innovative and collegial compliance team passionate about money laundering (ML), terrorism finance (TF) and related financial crimes while building a culture of compliance, as well as tools on the technological edge.

The eBay Managed Payments AML and Sanctions Compliance Team is looking for an AML Director who is a seasoned manager with extensive product knowledge and expertise to be responsible for providing AML guidance and defining the AML controls strategy on high-risk products and services. The role is balanced between day-to-day high level operational execution and development of the strategic direction for teams responsible for AML Transaction Monitoring and the Seller Risk Rating Methodology.

Job Responsibilities

  • Ensure high risk products, services, and marketplace verticals have appropriate AML controls and infrastructure developed and implemented
  • Ownership for the AML Product M1 which includes driving the AML technology strategy with key internal partners including but not limited to Risk, Engineering, and Product Management
  • Management of, and strategy development for, the team responsible for driving the transaction monitoring system including rule development, testing, and rule validation.
  • Management of, and strategy development for, the team responsible for the Seller AML Risk Rating (ARR) including onboarding and ongoing risk rating
  • Oversight for the teams providing new product guidance, focusing on process development
  • Coordination and alignment with regional compliance teams on global processes that support their regions
  • Reviewing changes to BSA/AML-related laws, regulations, or regulatory expectations and ensuring that eBay implements processes to remain in compliance, including under any contractual obligations with its external partners
  • Monitoring the effectiveness of the BSA/AML and OFAC program and any corrective actions taken
  • Reporting to senior leadership within eBay on BSA/AML program performance

Minimum Qualifications

  • 10+ years in a previous legal or compliance role with minimum 5+ in a managerial role at regulated financial services, payments, or FinTech company, law firm advising on AML, or acting in a BSA/AML Compliance Officer or Deputy capacity
  • Extensive experience driving technology solutions with cross functional participation and support
  • Expert knowledge of regulations and compliance standard methodologies related to BSA/AML, OFAC, KYC and Customer Due Diligence
  • Ability to initiate, and lead multiple projects simultaneously, in a timely manner, and manage projects from start to finish
  • Effective teamwork skills to bring others along, high energy, and proven team-first mentality
  • Demonstrated ability to build positive relationships, as well as management and influencing skills
  • Strong verbal and written communication skills, with the ability to adapt to relevant audience, including C-suite level executives, as well as regulators
  • Bachelor’s degree required; JD preferred
  • Additional qualifications to aid competitiveness:
    • CAMS or similar certification
    • FinTech compliance experience.
