Reporting to the Global Procurement Organization, the Senior Program Manager, Global Contingent Workforce oversees the operations of eBay’s contingent labor program. This position is a high-visibility, hands on role that requires extensive experience in managing processes to support temporary agency worker hiring and service-based project engagements (SOWs). The ideal candidate has a solid understanding of contingent workforce and the components required to effectively support it including policies, technology, support team structure.

Responsibilities:

  • Partner with strategic vendors in addition to our MSP, VMS, Payroll provider/EOR to deliver high caliber contingent talent across multiple global regions.
  • Own the vendor relationship with MSP, VMS, and Payroll provider/EOR.
  • Identify compliance risks and work cross-functionally with Legal and the People Team to drive solutions and policy changes.
  • Partner with Finance and Global Procurement to provide transparency on contingent labor costs and drive cost savings initiatives.
  • Work closely with hiring managers to identify gaps that affect quality of contingent talent.
  • Work with ITSS to streamline system onboarding, off-boarding, equipment provisioning, and identify integration issues between VMS and downstream internal systems.
  • Lead training and inspire change management across the company.
  • Establish program SLAs, metrics, and standard reporting.
  • Manage and track policy exceptions and issues.
  • Serve as the partner concern point for internal hiring managers and external vendors supporting the contingent workforce program.
  • Pull and track data to drive the strategic decisions for the program.
  • Participate in annual SOX and PCI compliance audits.
  • Serve as a subject matter expert on all contingent labor hiring processes.
  • Support various ad-hoc projects.

Requirements:

  • 10-12 years of experience managing a global contingent workforce program.
  • Experience with contingent worker compliance and audit processes.
  • Solid understanding of VMS technologies and capabilities as it relates to reporting, user experience, and invoicing processes.
  • Must be comfortable with ambiguity and able to interact with individuals across the company at all levels to get results.
  • Ability to handle sensitive matters diplomatically.
  • Strong vendor leadership skills.
  • In-depth knowledge of contingent workforce industry and market trends including analysis of market drivers, cost structures and technical improvements.
  • Outstanding interpersonal skills including ability to communicate effectively, form relationships, anticipate needs, and negotiate successful outcomes.
  • Must be a self-starter, imaginative innovator, results driven, internally motivated, with a passion for seeing results.
  • Able to demonstrate critical thinking and ability to complete strategies while demonstrating outstanding planning, problem solving and decision-making skills.
  • Bachelor’s degree or equivalent working experience.
